The government of Pakistan giving additional charge of DG CAA to Secretary Aviation again is violation of law

Attorney General of Pakistan has informed the Islamabad high court that government of Pakistan has given the additional charge of DG Pakistan Civil Aviation Authority to Secretary Aviation again in violation of law.
The attorney general was speaking before the Islamabad high court Chief Justice Mr Justice Ather Minallah about the appointment of a full time DG at Pakistan CAA. The attorney general assured the court that government of Pakistan will be appointing a full time DG CAA within 3 days. The honorable Chief Justice told the attorney general that federal government has no right to give additional charge of DG CAA to the Secretary aviation.

The Attorney General apprised the court that cabinet had decided to give additional charge of DG PCAA to Secretary aviation. He also said that he informed the government that this is violation of the law. It is important to note that the given FBR has not appointed a full time DG civil Aviation ever since it forced Asim Suleman out of the post in 2018. During the year 2020 the Pakistan Civil Aviation advertised the position of DG three times but failed to appoint the DG. Twice it was withdrawn and in case of the third one, nearly 600 candidates applied and the board constituted for selection termed all of them as not having relevant aviation experience.

The position is considered so lucrative that no secretary is willing to pass it on to a full time DG. The short listed candidates had too senior most CAA officials and players from the aviation sector of Pakistan. Ironically the board constituted had aviation minister, secretary aviation, another bureaucrat from commerce division and a wheeler dealer individual, all of them having no aviation background themselves.
