Chairman PIA and secretary aviation division Irfan Elahi has said that Public Procurement Regulatory Authority (PPRA) rules are the biggest hurdle in the way of getting quality planes for Pakistan International Airlines. Irfan Elahi was speaking to the Senate Standing Committee on Cabinet Secretariat on Wednesday.
Mr Irfan Ellahi while replying to criticism by some members of the committee said that PPRA rules call for the cheapest planes to be purchased. And `audit objections are raised if we go for planes in good condition,`.
It is very interesting to see this observation because when PIA got a brand new plane for its premier service it was heavily criticised for paying too much for the plane. But the plane was procured through the same PPRA rules.
